Puppy with red uncomfortable eye

My sister’s puppy is a few months old and has been scratching, especially around one of her eyes. About a week ago she went to the vet and they couldn’t find anything wrong with her but gave her simpatica, eye drops, and benadryl. She stopped using benadryl because we’re trying to find the cause of the discomfort–not just mask it.
The eye was red with discharge and she is blinking a lot. I’m also finding her to be itchy to me and she’s probably itchy in general.
After a week of using eye drops I can’t say she looks much better. So I’m thinking she needs a second opinion. I can post a picture it that’s helpful.
CodexMemberOh yeah, I forgot to add she’s been wearing a cone since going to the vet.
